Lowering attic temperature

I have an unfinished basement, well waterproofed with cement block walls and concrete floor. All but the top 6 inches are subway, would it be worth insulating the walls down there, how would I go about it? We have fairly long, cold winters and the summers are generally mild, some 90 degree F days, but mostly between 70 and 80 degrees.

I would insulate it by building a false wall in the front, insulating with fiberglass blocks (sp?) and putting up a plastic vapor barrier. For the false wall, some do 2×4, others 2×3 . Some place the studs on 16″ centers, others 2′. If you ever plan to finish the basement, I would recommend 2×4 & 16″.

I can’t really answer the worthwhile part, but for how I would say use Styrofoam board. Here’s a quick rundown on how to do it. It might be a good idea to insulate. You may not feel cold/heat due to the outside temperature, but you are most likely wasting money on your heating/air conditioning bills. Just because you don’t feel cold in a room doesn’t mean you don’t run the heater too much to keep it that way.
