Law 21/2007, of July 11, 2007, which amends the revised text of the Law on civil liability and insurance in the circulation of motor vehicles, approved by Royal Legislative Decree 8/2004, of October 29, 2004, and the revised text of the Law on the regulation and supervision of private insurance, approved by Royal Legislative Decree 6/2004, of October 29, 2004, has introduced important modifications in the configuration of civil liability derived from the circulation of motor vehicles and in that of the insurance that compulsorily covers it.
Most of the amendments introduced are a consequence of the transposition of Directive 2005/14/EC of the European Parliament and of the Council of May 11, 2005, amending Directives 72/166/EEC, 84/5/EEC, 88/357/EEC and 90/2357/EEC, 88/357/EEC and 90/232/EEC of the Council and Directive 2000/26/EC of the European Parliament and of the Council relating to insurance against civil liability in respect of the use of motor vehicles (Fifth Motor Insurance Directive), although the Law also incorporates relevant changes outside the transposition, with a clearly reinforcing purpose of the protection of injured parties in traffic accidents.

Indeed, the references to the Regulations in Law 30/1995 are constant and, on the other hand, also necessary, insofar as a substantive Law cannot include all the regulatory development. Furthermore, the second final provision clearly establishes the mandate.
