In accordance with Resolution 652 of 2012, this committee is composed of representatives in equal parts of employer and worker representatives, as a preventive measure against workplace harassment that contributes to protecting workers against psychosocial risks affecting health in the workplace.
The Institution’s Labor Coexistence Committee is made up of two representatives of the employer and two representatives of the workers with their respective alternates. The Rector elects his representatives directly and the workers elect their representatives by secret ballot, having made a call for the registration of candidates.
What does it take to create a committee?
In order to create the committee, the members must first be chosen. In the case of the company representatives, they will be appointed directly, while the workers’ representatives will participate in a direct secret ballot.

The members of the Committee are appointed by the Council acting by qualified majority on the basis of proposals submitted by the Member States. The Council consults the Commission on the appointments (Article 302(2) TFEU). The Member States must ensure that the various categories of economic and social life are adequately represented. In practice, the seats are divided by thirds between employers, employees and other groups (farmers, traders, liberal professions, consumers, etc.).
How is a Joint Occupational Health Committee created?
COPASO must be made up of an equal number of representatives from management and an equal number of representatives from the workers. The employer shall appoint its representatives and the workers shall elect theirs by means of a free vote.
How is the Joint Health and Safety Committee constituted?
How is a Joint Health and Safety Committee (CPHS) constituted? Once the company members have been appointed and the workers’ representatives have been elected, the positions of chairman and secretary of the committee are defined from among the workers themselves. If there is a tie, it is resolved by drawing lots.

In this way, workers from different sites, branches or agencies may not be added, added or united in order to reach the necessary number of workers required for the creation of a Joint Health and Safety Committee.
