The importance of citizen participation in health

What elements can you cite from participatory actions in your countries that would lead us to indicate that it was a space for participatory leadership, inclusive and of decisive influence to redirect the course of a project, policy or specific situation?

My name is Olman Mora Navarro, from Costa Rica. As you may have noticed, I will be coordinating the forum we are starting today on Citizen Participation: analysis of environmental cases. My colleague and friend, Mr. Luis Paternina, will be assisting in this coordination.

I am very pleased to resume contact with friends in the Latin American area or perhaps it will be the time to create new friends and contacts for the analysis of this topic that brings us together or others that will come in the future.

What elements can be cited of participatory actions in your countries that lead us to indicate that it was a space of participatory leadership, inclusive and of decisive influence to redirect the course of a project, policy or situation?

In order to contextualize the processes that have taken place in the Colombian legislation on both topics, I would like to refer to the processes that have been developed in Colombia in the environmental field, which have been carried out from the development strategy in the second half of the twentieth century and until the nineties, which was characterized by a protectionist policy, to favor national industrial development. In general, the import substitution model was promoted in combination with export promotion. From 1990 onwards, the country joined the globalization proposal promoted by countries with greater technological development and capital concentration. These two types of models (protectionism and globalization) have determined the way in which Colombian industry, commerce and agriculture have evolved and their interrelation with natural resources and the environment, generating different environmental situations that have affected the quality of life of the population living in the urban and rural territories of our country.    (Sanchez Pérez, 2002).

What should a leader do to promote people’s participation?

Surround yourself with the right people

Creating a team with the right people is important, as they will have the necessary requirements for the achievement of goals and objectives. Employees who share the same values and mission within the organization.

How is community participation carried out?

Community participation is developed as a process through which citizens organize themselves to defend their interests, to seek solutions to their needs, etc., being themselves protagonists. It is a concept that speaks of relationships, of sharing.

Why is citizen participation in health important?

The active participation of the patient in decisions related to his or her health implies a new way of understanding the therapeutic relationship between professionals and patients, which seems appropriate for the therapeutic process.

Why citizen participation is important in the care of the environment

In daily life, the obstacles that people with disabilities have to face are evident: urban and architectural impediments, lack of active participation in the labor market, impediments to enter the political, economic, social and educational scene, difficulties in accessing health services, professional training, contractual inequalities and inequalities in access and remuneration conditions in the labor market.

That is why the active participation in society of people with disabilities, autonomously, without representatives or through caregivers, on equal terms with other people, is an inherent right, therefore, it is necessary to promote personal assistance as a form of inclusion, leaving behind a concept of parental care for people with disabilities.

As stated in the Convention on the Rights of Persons with Disabilities, Personal Assistance is a Human Right of Persons with Disabilities, which consists of a service provided by a professional personal assistant who performs or collaborates in daily life tasks of a person in a situation of dependency, encouraging their independent life, promoting and enhancing their personal autonomy.

How to promote citizen participation in the community?

Rescuing interculturality and the inclusion of diversity is key to strengthening dialogue in citizen participation scenarios. The inclusion of some population groups in deliberative and decision-making processes will give greater legitimacy to the processes carried out in each territory.

What does community participation mean?

This concept was defined at the Alma Ata conference: “Community participation is the process by which individuals and families assume responsibility for their own and the community’s health and well-being, and enhance the capacity to contribute to their own economic and social development….

What is community involvement?

Community participation: is a social process in which specific groups, sharing certain needs and living in a defined geographical area, actively seek to identify these needs and make decisions and establish mechanisms to meet them (11).

Strategies to promote the active participation of students.

Given the relevance of teamwork to promote active participation, all those involved are urged to promote changes and transformations that respond to the problems and demands of the environment and, as indicated by Montero (2006), to achieve transformations with the community, from the community, for the community and by the community. Hence the need to carry out this research, where the actors of the community of Agua Clara become actively involved to act for the benefit of their school and community; in such a way, that they strengthen human weaknesses sustained in dialogicity, in cooperation and solidarity, in affective and cognitive relationships that lead to reflective, creative and critical thinking, above all with awareness of oneself and of others.

In this sense, the study was approached from the theoretical-methodological perspective of the Critical-Reflective Paradigm, considering Grundy (quoted in López; 2001), which conceives the dynamic and changing reality, constantly transformed by the activities of man; oriented by the method of Action-Participatory Research, in its phases of diagnosis, planning, execution and evaluation. It is expected that the co-researchers, from the actions planned collectively, work as a team and participate actively to the extent that they assume the commitment for their self-training, participation, teamwork and self-management, as tools of power to decide for themselves the decisions that affect them and the solutions to their own needs.

It is the capacity of groups and communities to act collectively in order to exercise control over the determinants of health. The process by which individuals and families assume responsibility for their own health and well-being as well as that of the community, contributing to its development.

Citizen Participation Mechanisms: These are all those instruments aimed at exercising the duties and rights of the individual, to promote the preservation of personal, family and community health and to contribute to the planning, management, evaluation and oversight of health services.

What is participation in school?

Social Participation in Education is a mode of organization in which the school community and educational authorities contribute to the construction of a collaborative culture that fosters a higher quality education for students.

Examples of environmental citizen participation

That people with disabilities in Chile can live in an inclusive society in an integral way, respecting and valuing functional diversities in all social dimensions.

The arguments that support this initiative are based on the reflections and petitions emanated in the different instances of community participation, within the framework of the constituent process in the city of Valparaíso.

All these point to the recognition that Chile is a country with a high percentage of population with disabilities, which requires a new multicultural approach, aimed at changing the limiting and disparaging paradigm to the situation of disability within the territory. This approach will allow the recognition of the richness of Functional Diversity (bodily/cognitive and psychic) in society.

It is important to promote the visibility of disabling situations. This would promote an inclusive Institutional commitment, as well as an organic solidarity (between people). Considering the special needs, desires and capacities of the disabled population.
