The open is typical of governments with citizen discourse and committed democratic orientation. It promotes the joint construction of messages between journalists and political actors. Each in its own role. There is permanent interaction between both, which involves challenges of language and use of symbols, especially for the politician. The mass media, with the journalist at the center, are privileged.

The “staging” reaffirms the horizontal character. The coming and going of a message under construction that does not depend only on the leader: press conferences, interviews, press points with open questions. The political actor is “exposed” to a critical “confrontation” with the journalist. For the same reason, more rationality and argumentation is demanded in the message. In Latin America, political leaders characterized by this type of communication were Lula da Silva in Brazil, José Mujica in Uruguay and Michelle Bachelet in her first government.

Closed communication is at the antipodes. There the flow is unidirectional, vertical and top-down. Interaction with journalists is reduced to avoid exposure to criticism and scrutiny. The government imposes rules of the game and limits the role of the press as an intermediary of its messages.
