Once the person with functional diversity has been approved and granted personal assistance, and depending on the formula established by the Administration, the modality of access to personal assistance by the Person with Functional Diversity will vary.
As in the case of other services, the administration, with the prior consent of the user, endorses (transfers) the amount of the economic benefit of personal assistance that would correspond to the person to the entity that the person chooses to provide the assistance. In this case, it is the entity that justifies to the administration the service received by the person.
In this sense, the administration makes it possible for the person to be part of an OVI (users’ cooperative) or a social entity where the administrative part of the personal assistance is managed. They will be the ones who receive the economic amount, but always bearing in mind that the person with functional diversity will be the one who has control over his/her personal assistants following the principles of self-management mentioned above.
Who is entitled to home help?
The main recipients of these benefits are dependent elderly people, people with physical or intellectual functional diversity and children under 3 years of age with dependency problems. As long as they have Spanish nationality or a residence permit.
Who provides the ODS service?
WHAT IS IT? The home help service is aimed at individuals or families at risk or dependency and aims to prevent and address situations of need by providing domestic, social, educational, rehabilitative or technical support.
What does home help mean?
It is understood as the set of tasks performed at the recipient’s home by social services professionals to meet the needs of individuals and/or family groups, when they are in situations in which it is not possible to carry out their daily activities.
Home care for the elderly
The body in charge of attending to the right to the promotion of personal autonomy and care for dependent persons is the System for Autonomy and Dependency Care (SAAD).
First of all, to start the procedure you must go to your usual Health Center or to the municipal Social Services, to contact a social worker who will inform you about the procedures.
This service is aimed at individuals and families who have problems in carrying out the basic activities of daily living. Thus providing direct care in their own home, which favors their permanence and integration in their usual environment.

The price of home help aides can range from €12 to €18 per hour depending on the day and the number of hours. These figures are often inaccessible for a large number of people.
What do I have to do to apply for the Dependency Law?
Dependency benefits can be applied for at municipal social services or primary care centers, where a social worker will assess the situation and provide guidance on the procedures to be followed.
What is tied aid?
The financial benefit linked to the Home Help Service is a periodic benefit that will be recognized only when it is not possible to access the home help service, depending on the degree and level of dependency and the beneficiary’s financial capacity.

It is now necessary, once Law 39/2006, of December 14, on the promotion of personal autonomy and care for dependent persons, as well as the state and Galician regulations that develop it, to establish a new basic regulatory framework for the contents, forms of provision and procedural and organizational aspects of the home help service, so that, without prejudice to municipal autonomy in the specific configuration and management of the service, a new regulatory framework is established, forms of provision and procedural and organizational aspects of the home help service, in such a way that, without prejudice to municipal autonomy in the specific configuration and management of the service, general guidelines are established to ensure an equitable level of care for all persons whose personal autonomy is limited.

What are the modalities in which the home help service is provided?
The Home Help benefit may adopt the following modalities: a) Domestic care. b) Personal care. c) Teleassistance and other technical aids.
What is done in the ODS?
What is the SAD? It is a specialized service of accompaniment and home care for people with care needs related to mental health. Its purpose is to facilitate personal autonomy and encourage the person to remain in their usual living environment.
What does the Dependency Law offer?
The Dependency Law defines a series of services to which dependent persons may have access. On the one hand, services are offered for the prevention of dependency and the promotion of autonomy, being preventive and rehabilitation programs carried out between social and health services.

The SAD is a service that covers a wide range of needs presented by individuals or family groups lacking or with limited personal autonomy. It is a normalizing service, since it uses the resources of the environment to meet needs, and is essentially provided in the user’s home, although it can be provided in the immediate environment.
It also addresses the needs of individuals and groups in an integrated manner, trying to prevent or stop situations of deterioration and unnecessary institutionalization; it is stimulating, since it facilitates the resolution of their needs by the users, supporting the family in their responsibilities, but encouraging their collaboration. It enhances the user’s capabilities by making him/her an agent of his/her own change, supporting his/her capacity for dialogue and participation in the process. It is a technical service, since the personnel providing it must be qualified and the activity planned within a technical intervention. It responds to an individualized action, each person requires an individual care plan.
