Electoral Census Spain
The electoral roll is that register -physical or virtual- in which the set of citizens of a certain country or institution to which the corresponding legislation recognizes the right of suffrage is recorded. That is to say, it is an instrument used by institutions of different nature to gather in a list the people who can participate in the electoral process both to elect their representatives (active suffrage) and to run for office (passive suffrage).
Although it is true that the electoral roll exists within a wide variety of contexts such as companies, universities or political parties, the term is predominantly used to refer to the list that includes the citizens who will be able to vote in the elections held in a country.
Consequently, we can say that the electoral roll is a necessary instrument for the electoral body to be legally formalized and a prerequisite for that fundamental right recognized to citizens to be put into practice (Díaz Revorio, 2011).
